In November a report by the National Audit Office showed that £10.5 billion worth of contracts were handed out by the Government without competitive tender and “suppliers with political connections were 10 times more likely to be awarded contracts”. So I asked the Cabinet Office minister whether this should be called corruption, plain and simple.
